When you drop the GCD file in the Garmin directory it doesn't update and you get an error? I don't have an APAC device but curious as to whether you can upgrade to the 3.08 beta given it is a different process and you are not relying on it being pushed to your device.

It doesn't update, no update found prompt at all after dropping the file in the directory.
