My Forerunner 945 LTE disconnects and reconnects from Garmin 540 while broadcasting HR

My Forerunner 945 LTE will pair to my Edge 540 while broadcasting HR. However, it keeps disconnecting and reconnecting every couple seconds or more frequently. Anyone else have this problem? I'd like to use it as a backup to my chest strap when commuting or if I forgot it.

if broadcasting hearth rate, does the watch not function as a ANT+ connected device such as a hearth rate strap? Also in extended display mode, i dont think there is really pairing, just one way traffic.

So is it not an edge connection problem?
