I have noticed an issue during a 20 Km run at moderate pace (5min/Km) and no D+ (<100m) => it is not the first time it occurs.
Sometimes heartrate increase by itself then decrease without any reason.

Yes it happened to me too. I restarted to watch and continue to workout and heart rate readings getting normal.
Please check the forums for e.g. 955 and 965 watches (same elevate 4 OHR sensor, like the 945 LTE). Similar issues are being observed there too. Seems like this has been introduced with 17.xx software.
I used to have a 945 LTE for almost two years, and was really happy with the OHR performance (latest SW was 16.18), then i changed last year in September to 965 and since then OHR is not reliable at all for me. Seems like this has hit now the 945 LTE with the 17.28 sw update.
Garmin seems to be struggling with getting this fixed.

This issue seems to be relatively common indeed.
After factory reset my HR was spot on with my Polar Pace Pro. Use v17.28.
It does not work for my 945LTE (no bip).
Strange, be sure you are doing it correctly
Still no bip but factory reset was finally done after a few more tries.

2d try today (20 Km run) but the heartrate was not accurate at all so the issue is still not solved.
Finally, the hard reset has broken Garmin Pay.
I tried 3 other hard reset, delete/add card many times, but the 945 LTE is no more detected by terminal and support is not repliable : they Say " ask your bank"
