Ever since adding the app based settings this got more confusing, I think.
The app controls these settings, but they are within More -> Safety & Tracking -> Live Event Sharing -> Message Options -> Message Triggers instead of looking through the My Device -> Settings -> Safety & Tracking.
A secondary frustration with Live Event Share, however, is that whenever I do edit the settings on the app (Enable, change Content or Triggers) I often find the device doesn't take them or seems to revert them for an unknown reason. This has happened since day 1 of the watch - I suspect the sync process is confused and doesn't know which settings are the latest (since _some_ of the settings are driven on both sides - i.e. "Enable").
I'm not sure why that message pops up when you try setting it up through your device settings > Safety & Tracking. I'll create a report.
Like nord0296 mentioned, you can set it up without receiving that message from your More menu > Safety & Tracking > Live Event Sharing > etc.

I was reading through it when you shared the link. I bought this watch primarily to have the ability to Text my wife letting her know where I am on my runs without carrying a phone. LiveTrack works fine as long as you have GC linked to a subscriber Strava account. There isn't a way to text directly from GC, only email using LiveTrack. But I want to drop the Strava subscription and Live Event Sharing allows texting (why the difference?). So that's why I'm trying to get this to work.
Adding to the confusion, the the GC Device Safety & Tracking Setting menus are different between the 945 LTE (1st screenshot) and Edge 840 (2nd screenshot). Using Android.
You do not need your phone or a Strava subscription to send LiveTrack messages if you have an LTE subscription service with us. You will set your messages up before your event, letting your contacts know your pace or your estimated finish time, for example. You can read more details here:
Let me know if that answers your question. Our device menu's vary, depending on the features. The Edge's don't have Live Event Sharing for example, which is why it's not listed.
He’s pointing out that he wants his contacts to see his livetrack but be notified of it via SMS.
Livetrack sends notices only over email, yet live event share sends notices by SMS and this is a strange and frustrating difference.
He uses Strava beacon w/ livetrack to get an SMS sent (since beacon also uses SMS) but wants to drop Strava premium…
