Virtual run is not for pairing the watch with a treadmill, but for forwarding every sensor the watch is connected to via one single bluetooth channel to apps like Zwift. I only found a short manual for that device, it seems that is is connecting as a sensor to apps like the watch itself also does. The normal 945 doesn’t support that data input via BT, only via ANT.
There are two workarounds:
First the free one: Connect the mill to Zwift and Zwift to Garmin Connect. Zwift will push the workout after you saved it. If you enabled Physio TrueUp, Connect will push the workout to your watch wich will calculate Training Effect, Training Load and Recovery Time and push that back to Garmin Connect. Zwift Running is free and in the same app like Zwift Cycling. For more details:

Only con: If you run with an incline, it will not be recorded. (At least, with the BT enabled Mills we have at our fire department).
The second workaround:
Buy a NPE RUNN. It is a small sensor you stick to (every) threadmill wich sends speed, cadence and incline via ANT to the watch. The watch will record everything native. If you run with an incline, it will also record elevation gained and calculate VO2Max accordingly.
Cons: Another device to charge and buy. Also, i have trouble with mine because it is not reading Cadence reliable. I had it because the Zwift way wasn’t working. Will give it some love tomorrow when im on duty.
