With intense minuets increasing, my fitness age is reducing steadily however, VO2 max is not changing. Why is that so?

With intense minuets increasing, my fitness age is reducing steadily however, VO2 max is not changing. If the fitness age is reducing (it has receded from 38 to 34 in last 5 to 6 weeks), it means my Training Load (which is under the optimal state), resting HR, BMI, etc. are progressing well. But then why is the VO2 max not changing?
