Has anyone had problems with the temp recorded on the 745?
My watch is showing the outside temp at about 12 to 15c higher than it actually is on all my runs since I got it a month ago.
Is there anyway to correct this?

You can buy an external temp sensor like the cheap Garmin Tempe and place that on your shoe.
The watch´s thermometer is logically inside the watch and your own body temperature let it misread the temperature. I dunno why Garmin does not switch it off if no external sensor is available and makes it an opt-in. It has its purpose though: if you wear it on the backpack while hiking or place it in you tent for some time, then you get accurate readings which can be important outdoors in the woods or during mountaineering.

It's needed for the barometric altimeter to work and taking it off to read ambient temperature is a secondary function. As you suggested, a Tempe sensor is best for ambient temperature readings during activities.
It works perfectly during bike riding when the wacth is attached on the bar, not on your wrist
can the garmin 745 see the temperature realtime except during activity?
Yes. But to do this you will have to add the data field to your screen. Go into the app (run/cycle), up for options, settings, data screens, edit, select the area you want it to be in, and scroll down to find temperature fields, you can add it in there.

Yes. You can install a widget that will display the temperature when not in an activity. Please keep in mind it's not displaying the temperature from a weather station if connected to your phone. It's using the internal thermometer inside the watch which will be affected by body heat while worn. Garmin suggest removing the watch for 20-30 minutes and keeping it out of direct sunlight if you want a more accurate ambient temperature reading. Another option is to pair a Tempe sensor to your watch and the widget will display the temperature from the sensor.
