Why are paces recorded incorrectly when intervals are used?

I just did some tempo intervals in the taper week for a race at the weekend. Afterwards I checked Garmin Connect (Forerunner 55) and found a huge margin between average pace and average moving pace (see table). This was a FLAT run with zero stoppages. Why are these paces so different?

I have just looked through my other Garmin activities and this seems to be a recurring theme but only when I run intervals. The ave. pace is several seconds off of the 'average moving pace' when I set up interval workouts. If I just run and record, even when on the same route, the paces match almost perfectly. This seems to be an issue with how the intervals are being recorded. This is the first time I have noticed the glitch, but it is apparent in the earlier intervals that I have run.
