Unable to connect to phone after reset

I have the exact same issue. Did the factory reset but now cannot pair the device with my phone. I get the QR code but never get the pin and then I get a message "Pairing Failed. Unable to pair your Garmin device."

Did you remove the device from the GC app and from the phone BT first?

Yes I removed the device from the GC app. What do you mean by the “phone BT”? 

Bluetooth settings on the phone. remove the device from that also. So remove from GC app and from Phone BT settings

On an iPhone if you go to Bluetooth settings , you select the item and go Forget This Device

On the device I page down from that QR code (as the GC app is already on the phone). Then if you go to the GC app , And add device , it should work . On the assumption you have done the step mentioned above)

If you still have an issue , remove the GC app from phone completely after removing the device from it and the BT settings. reinstall the GC app and log in etc then try and do the new device part.

I have tried all of that and with the QRCode the device is briefly recognized and says device is now connecting and then shortly after it says could not connect. May sure device is turned on. After the blue triangle of death nothing has gone well. 

I did both and then had to cycle through a soft reset a few times. Seems ri be working now.
