I have the same problem. I have not find any working solution.
Can't connect to Venu 3 with Garmin Express
Just spoken to Support team.
Try this
Press top button then it turn black screen.
Then
Press both top and bottom button.(Not the center)
1st vibration release top button (ONLY)
And wait till
2nd vibration release the bottom button.
The you shall need to sync and reconnect your phone again.
I can't test the result as my watch battery went low and I didn't bring my cable.
I can't confirm the result from the advise by Garmin support team.

It's an issue with the GPS cache and, so far, they don't have a fix.
Avoid using any APPs that require the GPS.
I can confirm that the factory reset will unfreeze the watch.
Just don't use any Apps that use the GPS (for example the Golf App) until Garmin fix the problem. If you do use a GPS App the watch will freeze again and you will need to perform another reset.
