FR 265 - Notification icon sometimes show preview and sometimes number of notifications

As the title implies the watch face icon for notifications varies from showing a preview or the no. of notifications:

If it shows the preview the it won't change to no. of notifications if I get more than one. 

How can I fix this bug?
