yes, I guess you have the right behaviour. A list of all supported languages on device in TEXT folder. you can see such languages in System/Language menu on the watch and you have empty list of languages in Garmin Express because your watch has everything already. Probably, you don't have an ability to install language that is not in the language list

Not really. I always delete the entire TEXT folder from my watch, in order to have more free storage. I still can go to the Menu » System » Languages on the watch, and select any originally available language, and then download it through Garmin Express (where it appears only after having triggered it in this way from the watch). However, I have a different model, so cannot exclude FR245 behaves differently. Best asking on the FR245 forum.
Also entry in GarminDevice.xml is needed to use a language, so as those stay after deleting a file, then manually placed other language won't be read if not on the list in xml. If other entries disappeared then maybe factory reset (deleting everything and restoring original files) would bring those back.
