Both can be correct. There is no contradiction here. Highly impacting training effect only tells you that during the workout you spent sufficient time in sufficiently high heart rate zone. Whereas unproductive training status means that despite your effort, your performance seems to decrease. A typical scenario for this to happen is when you don't recover enough between hard workouts.
