Since 4.20 update Wifi Sync doesn't work even though Wifi status is already on.How is this fixed?

Already entered the wifi password manually on the watch. Already factory reset. Already restored the defaults after removing the device from Connect.

I thought the 4.29 Beta might fix this since there were "WIFI related improvements" but it didn't. This happens trying to sync spotify playlists or just syncing the watch via wifi.

Pretty much done troubleshooting this. Tried creating an open guest network to sync as other had success with that. Every time I connect the watch to Garmin Express it asks me to setup a wifi network and I have to sign in. I do that and see my existing network already there. This happened so many times I now have been temporarily banned. Never had a need to look at other Brand of watches. It may be time.
