Training plan pace suggestions seem wrong

Why is my garmin run coach training plan telling me to run faster than I can run? It tells me to run an 11:30/mi pace for warm ups and long runs when my typical easy pace is 13. I understand that this is slow and I'd like to improve my pace. However, I selected the "improve fitness" goal and assumed it would at least start out by giving me some runs that are my pace before gradually picking up the pace.

I have been tracking my runs with Garmin for 4 months. I used a different app for my half marathon training plan but still tracked my runs with Garmin. Now that the race is over, I want to use the training plans that Garmin offers.

I thought it would analyze my pace and then provide training suggestions based on my pace and performance. However, it seems to tell me the same paces no matter what, even though it should know that I'm slower than what it suggests and haven't been able to keep pace with the runs. I can certainly run 11:30 for a 5k or maybe even a 10k, but not for a long run or "easy" run. I'd be pushing myself faster than conversation pace.

Does it see more potential in me than I see in myself? Or is it just plain wrong? Certainly other faster users aren't all being given 11:30 easy paces since that would be too slow. It just seems strange.
