Without some more details on your setup it is difficult to suggest any options.
To change the resistance there needs to be a device controlling the trainer. What are you using to control the trainer?
Is the bike installed on the trainer with the correct spacers so no parts of the drive train are binding? Which spacers are used depends on the type of axle and the size of the cassette.
