Bluetooth connection issues with TACX Flux S and garmin dual Heart rate strap

I have recently been experiencing with the bluetooth connection between my trainer, heart rate strap and the TACX phone app.  The desktop app on my laptop connects well with the trainer and heart rate strap. 

Several times recently when I have been doing a workout using the training pages, the connection between the phone app and trainer dropped out and would not reconnect.  I then had to start the workout and use the connection between the trainer and my laptop.  I can successfully connect my heart rate monitor to the mobile app, but there is no reading show my heart rate.  I have recently changed the battery, and there appears to be no issue connecting my heart rate strap to my Garmin head unit or laptop.

Advice for a solution would be greatly appreciated!
