Low heart rate readings

My Vivoactive 5 gives me very low HR readings at low  HR ranges (e.g. weightlifting, moderate hiking, sleeping). I also wear a Fitbit Inspire HR, which I was going to retire but haven't due to te lack of confidence in the Garmin.

I've checked this against an oximeter, gym equipment, manual counting, am sure the problem is with the Garmin. Yes, I tried the advice on the Garmin article, no effect. 

This doesn't happen at higher heart rates (e.g. 15km run, HIIT), where the two trackers provide similar results. 

The net effect is that the Garmin is consistently under reporting my effort in such exercises (e.g. weightlifting). It also gives me a very low RHR (low 50s) which is not believable (Fitbit reports high 50s, which is closer to a monitor I had at a recent hospital visit). HRV is also consistently lower. Daily calor burn is also lower (~10%).

I'm a late 50s white Brazilian, with lightly tan arm skin.

Have others faced similar problems? 

Is there a firmware correction for this, even if beta (my watch is on the latest stable version).
