Vivoactive 5 - Unable to update software from 12.10

I recently purchased a new Vivoactive 5.  I've noticed that every time I try to update the software from my watch, it doesn't actually update.  When I sync with the Connect app on my phone, it does not update either.  I know there is a newer software version, because my wife's Vivoactive 5 has software version 13.19.  How can I get my watch to properly update to the newest version.  Thank you for your help!
