If you've already tried with known working cables and a known working power source, then you can try cleaning the charging contacts as described in this article - Cleaning the Charging Contacts on a Garmin Watch | vívoactive® 5 | Garmin Customer Support
If this doesn't help, I recommend reaching out to Product Support through their website at https://support.garmin.com.
I have the same problem with mine. I have to turn the device off after connecting the charging cable , then it charges.
My mother's watch has this annoying problem. I use Garmin charger + Garmin cable. My watches always charge perfectly, her VIVO5 is making me angry because when I insert the USB cable the heart rate light goes off (this is a sign that it has detected the cable) but it does not start charging. Sometimes it start charging after 5 minutes, other times it does not start unless I turn the watch off and on again. The contacts are clean, what should we do before returning it under warranty?
Given what you have already done, please contact Garmin Support in your region. It is possible that your device will need to be exchanged, and exchanges cannot be initiated via the Forums
I would like to emphasize cleaning the charging port on the watch. Be sure to clean the inset groove around the contacts, in addition to the contacts. I didn’t realize so much dirt had accumulated in the groove. The contacts looked clean and shiny but the groove is dark. This had been extremely frustrating because my watch would not charge. It would show charging when first plugged in but apparently it quickly loosened or pushed back out enough from dirt in the groove that it there was not enough contact to keep charging.
