Why does the weather app show No Data?

It seems my weather app on the watch won't show current data unless I leave the iPhone Garmin Connect app open, which drains my phone battery. How can I get current weather information without having the app open on my phone?

With the iPhone app, that is how it works. You can close the app, but don't "force quit" the app. Depending on the iPhone model, the process can vary.
