Create intervals without phone/web

I just bough a Vivoactive 4, I'm very dissapointed I need Garmin connect web or phone app to create my running intervals.

Simpler and cheaper watches from Garmin and other brands allow you to create intervals only with your watch.

Why is this feature reserved to Forerunners/Fenixs/...?
