Heart rate monitor accuracy

Have been testing the monitor on several occasion now and always the same results.

example - I am walking on a treadmill at a constant speed.  I leave my watch in normal wearing mode and the heart rate monitor is saying 67-70 beats 

whilst still walking at the same speed, I change the watch activity to “indoor walking” in doing so the monitor goes up to around 85-90 beats.

I stop the walking activity and start a new activity “Cardio” (whilst obviously still walking at the same pace). Now my heart rate is shown as 150-160

I know the Garmin web site states that the monitor gives an appropriate heart rate for the activity you’re doing but this is not correct.  It doesn’t matter what activity you’re doing, your heart rate will always be the same.  I am very disappointed with the Garmin and their customer services are rubbish and the chat option experience was as much use as *** on a fish
