If the Steps widget on the watch does not increment the steps while you walk, then contact the Support. They'll probably advise you to do the master reset to factory defaults. If that does not help, then the watch may need to be replaced.
If the watch counts the steps, but they are not being synced to Garmin Connect, then you need to fix the connectivity problem first.
