VivoActive4 not updating Garmin Connect app

I'd have VivoActive4 for nearly 3y. I installed the most recent automatic update last Friday and since then device sync-to-phone and sync-to-website has been broken badly. I cannot get the VivoActive4 to sync with my phone (IPhone 11 Pro) or the Garmin Connect website unless I power cycle the VivoActive. It's huge pain.

Steps I've taken:

* "forget" the device in the iOS bluetooth menu, reconnect

* delete the Garmin Connect app and reload + reconfigure

* delete all known wifi connections and reload + reconfigure

* power cycle my phone

* power cycle my VivoActive 4.

* toggle between Smart and per-second data recording

I've also noticed that the "i" in the device name (VivoActive) is an accented char - i' (per Unicode website, "Latin Small Letter I with Acute").

Has anybody else had this happen? If you have, how did you fix it?
