Vivoactive 4 has NO SPO2 data at all. What's going on?

I just purchased a Vivoactive 4 and it has NO SPO2 data at all.

Settings: Garmin Connect - Health Stats - Pulse Ox says 'No Pulse Ox Data'.
I see a red light come on (sensor light for taking SPO2 reading), but no information on the watch face nor on Garmin Connect website.
Watch Settings - Wrist Heart Rate - Pulse Ox Tracking Mode set to 'All Day'.
All settings everywhere say it's on and the red light shows it's taking a reading. No error message... watch fit quite snug...
What's going on and how do I get the SPO2 reading?

It sort of started working, I received a reading of 95%... which of course is inaccurate as it's never lower than 96% and is generally 98%-99%.I had hoped to see readings on-par with my finger pulse oximeters (I have several as I am a Medic).
