HR inaccurate unless in Activity

I’m finding the HR reported by the Vivoactive 4 to be quite inaccurate unless I start an activity. If I start eg Indoor Cycling (while cycling indoors) then the HR is tracking pretty closely to my chest strap. However if I don’t do this, then the watch HR remains *much* lower during the activity. 

I’d prefer not to have to do this on the watch as it uses more battery and I track my cycling activities- even indoors - on my edge 530 device as it provides other useful metrics. 

Is there a fix?
