I want to know if I can activate my garmin vivo 4s recovery time

Not on the watch itself, but it has been reported that it stores it in the fit-files, and can be seen in third party applications like Runalyze.

If you mean recovery heart rate, stop your activity and wait 2 minutes without saving it. Your recovery heartrate will pop up on your watch. If you mean the number of recovery hours, I don't think the 4S has that. My VA3 doesn't.

as ovekvam mentioned Runalyze.com or Tredict will give you access to that data, and hopefully with introduction of System 5 our watch would be able to access this metric too.
