Sorry I don't believe that is currently possible. The closest thing I've seen is you can set both a Cadence and Time target, so you could kind of use those two as like a step count goal.
For example, if I wanted to set a 5000-step goal, I could set a time target of 50 minutes and cadence target for 100 spm. So if you maintain that 100 spm for 50 minutes, it'll hit that 5000 steps.
