How to run Weather widget without leaving my phone's GPS on all the time?

I never use the Location service on my phone and leave it off. When I first got this Vivoactive 4, the weather displayed and worked very well. Then the next day I turned the watch off and back on, and the weather widget has been stuck on "Waiting for data" since then.

Is it true that the weather widget requires the GPS on my phone to be left on 24 hours/day??? That's what I am reading in the forum, and that really makes no sense at all. Every other weather app I have ever seen has allowed me to just enter a location and not use a GPS. Is that not possible with this widget?? Does is seriously require me to leave my phone's GPS on and drain the battery 90% faster just to get a weather reading? That cannot possibly be true.

Not tried this myself, but you could try changing GCM to use a specific location for weather instead of the phone's location.

Start GCM, click on the icon in the upper left, then go Settings. Then…

Start GCM, click on the icon in the upper left, then go Settings. Then User Settings, then Weather Location.

Another open is to use a widget that uses the watch location and not the phone location for weather. This one for example:
