I believe so. Same if you go to Sensors&Accessorites - it will try to connect to all paired sensors, so checking there doesn't tell you what was connected before, as going there tries to connect.
BT scanning takes battery so it only occurs when the user is doing something that may require it.

Is BT then essentially switched off until triggered by the widget, activity or sensors menu or is BT just in a passive ON state without active connections? Much like switching the BT icon from the iOS control centre, which just disconnects devices and doesn't switch off the actual radio

You can turn off the Bluetoothsmartphone connection from the controls menu.
Im clearly not talking about the phone connection as seen in the Actual topic of the thread that reads;

If you are concerned about this (which I think most customers, including me, aren't), you could use a mobile phone or computer to search for nearby bluetooth devices, and see if the watch shows up.
Ask on reddit in r/garmin. Reddit has some right wizards who will know about this, report back

Yesterday i made a test with bluetooth. With bluetooth usb dongle you can sniff bleutooth pakets.
If you disable watch telefon bluetooth, you wont recieve any pakets anymore. If you enable it, bamm, packets.
So is the bluetooth hardware realy disabled? In which state is it?
