I use to have Fitbit surge and during Lawn cutting i get around 6-7k step.
Garmin count only 300 or so. Similary forest walking - no step are recoreded.
What can I do maybe there is something wrong with my Vivoactive 4 ?

Your device uses a motion sensor to detect steps. If you're holding the handle on your lawn mower, no steps or erratic steps will be recorded. Suggest putting your watch in your pocket or strap to your ankle. Not sure why "forest walking" would be impacted. Assume you're swinging your arm with the watch in a normal walking fashion.
Yep by why not in forest ? I feel like that sensor isnt sensitive enough, I consider applying for warranty replace .
No reason walking should not work unless you've turned off step tracking somehow. Maybe turned off activity tracking?
Select gear icon > Activity Tracking > Status > On
If all good and still no joy, call Garmin Support (chat or phone works best)
another matter i noticed floors tracking i have very often sth like 17 flors down and 6 up (no elevator use) .
Activity Tracking is ON .
