I have Vivoactive 4 with latest updates too and have the same problem. I have tried a factory reset and it worked for 1 day but after that it stopped working, I haven't changed anything since yesterday and tried everything to resolve the issue. Any one have the solution?
I asked for help from Chat, but after customer service unpaired my watch from phone / closed bluetooth / restarted my phone and it still didn't work. Then customer service exited session without prompt saying call Garmin UK. Great support :) It has been 1 week with my new Vivoactive 4 and it is really dissapointing.

If You have phone with android you can try this https://manyandroid.app/android-phone-notification-access-settings/ , first uncheck and check again notification access to garmin smart notification.
The second way is to uninstall garmin connect and install again.
Hi, after uninstalling Garmin connect, notifications work only for 1 day for me. The next day it doesn't work. I have been uninstalling it for my last 3 days to find the issue but somehow it doesn't work for the next day. All permissions are allowed on my Android device but no luck.
Did you try set up garmin connect autostart ON and power saving mode for No restrictions for this app?
