Notifications are not showing up after following all directions

I just purchased a brand new VivoActive 4. I started to get notifications but they have since stopped. I just started wearing the watch as of last night. Spent some time with the Helpdesk. They were able to help me and it worked for a little while. Now the the notifications have stopped. If I go look in the notifications section of the watch they show up. Is this a known issue and still waiting on a fix? Is this happening with other Garmin watches? I have a 15 day window to return the watch.  

I am running on an IPhone 8 with iOS 13.

Have even tried doing a factory reset as recommended.
