Heart rate way off (too low)

I have posted about this here before. The heart rate on my vivoactive 4s is just way off comparing to my old vivoactive 3. 
So today I went for a walk and tracked it with the 4s and runtastic paired with the Garmin HRM-Dual.

Afterwards I put the two heart rate curves together and the 4s heart rate is just way off and too low. 

But look at it yourself. Blue is the 4s, red is runtastic.

Max heart rate with the 4s was 119, average 97.
With the HRM-Dual max was 154, average 99

Is this just happening for me or is anyone else having the same problems. I feel like the new heart rate sensor of the 4s must be way off comparing to the old one from the vivoactive 3.

    any updates of this issue? 

    I've got the same "way off" problem with my vivoactive 4. In my case it's way above compared to in-house training machines and chest-belt. And I mean like 30-40% off, not just few bpm. What's even worse - it's wrong even during single continuous load, when say cycling or rowing machine (and old Sigma chest belt) under the same load/speed etc. shows continuous ~130-140, Garmin vivoactive 4 jumps around from 150 to 185 bpm.
