It's not sleep mode, it's a default watch face without data, intended to hide the personal data that might be displayed on your watch face, now protected by passcode.
No, it seems like in case of Connect IQ watch faces they started to use literally sleep mode and it counterintuitive for me. Default built-in watch faces work as expected, yes.
