Dermatologist suggested it's likely hand soap or other liquids that get under there while washing. When that is not rinsed away adequately, it can cause irritation. Either that, or a mild skin fungal infection if the area isn't dried properly.
I just made sure to rinse properly, keep it dry, and problem gone. Still using original band. Sweaty workouts and all.

Exactly the same here. I also clean the band every few days of sunscreen, sweat, and soap residue. Since then, absolutely no more skin irritation.

Jarrad and Mortefer have given you the most common reason for the rash under the band. No matter what type of band you use... Obviously if the skin can breathe it will always be better..
You need to keep it clean from soap, dirt and dry from sweat.
