I have the same issue with my Venu 3. I typically restart my device after a hole or 2 of it not recording shots and it does come back on. Frustrating, nonetheless...
Having the exact same issue for the last few weeks. Captures maybe 5% of my shots. Glad to know its a software issue- would love an update on a fix!
When you restart it, does it stay on the same round? Or do you end up with 2 separate tracked rounds?
I end up losing data for the first hole or two before I eventually restart it
I restarted it the night prior to my round, and it tracked 9 holes then stopped working again.

update: today shots have been recorded but an other problem was, that the distances in menu "Hazards" were totally nonsense ( 88048m?)
My watch recorded 9 holes on Thursday but on Friday it didn’t work again, shots were not recorded and hazard information was greyed out!
I have the same isue since 14.15. I played several rounds, but only once it asked wich club i was hitting, and then it gave the meters.

2. Are you wearing the watch with the face on the top of your wrist? YES
3. When starting a round are you choosing the option to keep score? YES
4. Do steps track correctly for you? YES
5. Are you currently using a watch face installed from Connect IQ? YES
