My heart rate is not tracked accurately when doing a run-walk-run on a treadmill, it thinks I am idle, and heart zone is on the easy zone for most of the time.

When I use the treadmill for a run-walk-run workout, the heart rate is not tracked accurately. I am doing 2 min walk 1 min run for thirty minutes. The Run/Walk chart shows lots of Idle time and the heart rate is in Zone 2 - Easy or Zone 1 Warm Up. I used the treadmill heartrate monitor and accurately shows my heartrate above 140 or 150 bpm on average, matching my breathing and perceived effort. Interestingly the heartrate is accurate on an elliptical machine. I have calibrated the garmin for distance before. How can we solve this problem? 

I do hold the treadmill bar to measure the heartrate a few times. Other times I am swinging arms normally.
