Normal behavior. Non of Venu or Vivoactive watches can pause for long time and then simply resume. When you pause activity it auto-saves after certain period of time for example 30min.
On the other hand, watches like forerunner, instinct, fenix, they can choose when to resume the activies.. This is sad topic for Venu and Vivoactive useres. The feature I am talking about calls 'Resume later'. Can google on that.
If I had to have an intelligent guess, I would say it is because of the memory capacity... Expensive Garmin all have more memory on board...
It would help for you to maybe keep track of how often you uplink your data to your mobile and how many times it allows you to restart before saving the final data..
Only Garmin can confirm this, but perhaps if you uplink daily, you get more storage capacity available for restarts in an activity... It will never be an infinite number...
I think it is just a feature set that garmin decided not to give to Venu 3, and nothing probably nothing to do with memory. I believe it would automatically create a temp file on any watch when you use resume later (this is done to make sure there is no error), because having them only in memory is always risky.
For older watches, I think your point is valid, but for newer ones, maybe not. The Venu 3 and FR265 are identical, in fact the Venu 3 has better hardware.
