I am 72 years old and my maximum theoretical HR is 148. I did a 31 minute bike ride and the watch said my average max HR was 131 and 89 % of Max. I only received 9 minutes vigorous. Why didn't I get more vigorous minutes?

Check that your heart rate data is correctly set in the Connect App (More>Garmin Devices>Venu2>User Settings>HR zones).

They look correct as recommended by this formula 220- age(72) = 148. All zone amounts automatically adjust from there. Is 148 not correct for a 72 year old?
The formula is an approximation and the true value for you may be lower or higher depending on your health and fitness. If you felt your ride effort was hard and deserving of more Intensity Minutes, maybe lower it a bit.
Also, using average max HR values might not be the best indicator for Intensity Minutes. Time in each HR zone for the activity would be better.
Thanks for the balanced answer,
I did give a good effort but I tend to hold back just a bit. Challenging my maximum heart rate at my age could be dangerous. I am an average 'Joe' not a world class athlete. I digress.
No worries, just go out and enjoy the riding.
