What is this function on my stock watchface?

Hi,

who can explain what the red number on my Garmin stock watchface stands for. The number changes once in a while and I did not get it so far.

The hour for UTC. it's about 9:30 am where I am, and the 16 is red. I'm at UTC -7 (16-7=9)

My guess (based on there being no steps indication, which is so common on watch faces) is that it's the step goal progress? Like does it start the day closer to the 1, and move around to the 24 (step goal) as you do more steps?
