step count durring activity logic

Hey all, i'm thinking of buying venu 2 plus and move from fitbit to garmin. Quite important to me is how distance and steps are counted durring the activity. Hope you will be able to advise. I usually walk with the stroller so my arm is not moving. I'm ok with starting activity each time I take a walk with the stroller. Question is if I start activity and have my arm in one position (not moving), will venu 2 plus track the distance of the walk based on GPS data/ map? Will it calculate number of steps given it has distance and stride length and add it to daily # of steps taken? 

Is Venu 2 plus accurate and is able to take distance from map? Main issue motivating me to say goodbay to fitbit is that it shows correct map and route matches actuall walk, however distance and sreps count is not correct. It is not taking distance from map but counts it based on arm movement even in registered activity which is not working for me given the arm is not moving cause of stroller. I just would like to ensure there is no similar issue with Venu2+
