I frequently have a cloud with a question mark and/or waiting for data error on the weather widget. Also, the weather on the main display often shows the cloud with the question mark. The issue comes and goes. Sometimes the weather displays normally. My location is on. I have tried turning the watch off and on and turned the bluetooth connection off and back on. I have a Samsung Galaxy phone. I did not have this issue with the original Lily, so I think the problem is related to the watch and not my phone.
