Garmin Index Smart Scale - Factory Reset Not Working

This is for the original Index, not the S2.

Got the device second-hand but barely used. Performed the factory reset, all seemed to work fine, i.e. I got all the correct icons on the display screen, as detailed in this guide: Returning the Index Smart Scale Series to Setup Mode). The guide states, When in this state, the Garmin servers are disassociating the scale with any associated Garmin Connect accounts. All user data stored on the scale is also being erased.

However, when I try to then add the device (post-reset) on my Garmin Connect app, I get the following sequence:

I have also tried adding the device using connect.garmin.com (after connecting the device to my WiFi using WPS, Index Scale - WPS), providing the serial number/label, but still get the following error:

So, it seems that the factory reset has not actually erased all previous user data from the device.

I've contacted the seller from whom I bought the device, she assures me that the device is not listed on her Garmin Connect app.

Any ideas for how to fix this? I have been through the above process multiple times now, and reset the device a dozen times, but still getting exactly the same errors.
