Bounce watch not working

Can someone from Garmin please respond to this. We have tried all the correct methods of contacting Garmin to request a refund of a faulty Bounce watch as it will not connect to LTE. 

This is the second Bounce we have had this issue with (in the space of two months, both brand new and both directly from Garmin) and we would just like to return this and obtain a refund but we aren't getting any responses in the last 10 days.
