New Varia RTL515 with defect battery?

So l bought a Garmin edge 830/Varia RLT515 combo package and received it yesterday and it appears the battery of the Varia has a defect unless l am mistaken.

Just to clarify when l unboxed both devices the first priority was to get them both charging to get them both fully charged. The 830 was at 66% and Varia was 100%!!! Yeap solid green status light, regardless it was on the charger for at least an hour. Pairing it to the 830 was not an issue but within several minutes it was stating there was issues with the connection to the radar and eventually both the light and radar would lose connection with the 830 and prior to this the 830 was stating the battery was low on Varia.

I reconnected it to back to the usb charger and within 3 or so minutes the solid green status light would appear with no other battery charging status lights prior to this, but the same issues as stated above repeated themselves. So l left the Varia on the charger overnight for 12 plus hours. But again the same thing happened, pair the Radar etc and every thing was ok for 3 or so minutes and then the Varia would shut down.

So to rule out an operator error l decided to try the Varia App to see how long the Varia stayed on with it.......5:40min!!! tested twice. eg: It died l put it back on the usb charger and within about 3 mins the solid green light status light appeared stating it was fully charged.

Within those 5:40mins this is what l noted:

Battery icon full for the first 1-min then going to 50%

Battery icon empty at 3.30min and flashing

Battery icon empty and flashing rapidly at 4.30min

and at 5:40min Varia shuts down and loses connection with app.

Does this seem like a defect battery? Cos this doesn't seem fixable at all with any sort of long term charging.
