Edge 830 does not control the Varia RTL510 mode. What am I missing?

I have a new Varia RTL510, which I have paired to my Edge 830. When I go to the the light mode settings and make a selection (low, day flash, night flash, or off), it does nothing. Should it?

The video linked below is of me trying to change modes and the Edge 830 and Varia light doing nothing. What am I missing?

Is the light network configured to only come on when the timer starts? If so you will not see the change in the setting until the timer is started.
