varia front lights - can we change intensity of flashing ?

I know how to change intensity of steady beam, but is there a way to do so with flashing mode ?

I usually use a lower power steady mode when I cycle back in the city but had to use flashing mode yesterday due to very low battery level, and got a LOT of dirty looks, a couple insults and comments about my lights being too bright/dangerous from other cyclists and pedestrians (cycling paths are narrow and often shared with pedestrians in Paris), this even though I noticed the issue when installing the lights and made the beam point a little down rather than perfectly horizontal (so the cone of light passes below the eyes of an adult person).

I eventually got convinced it's dangerously powerful when passing in a narrow tunnel: the reflection of the light on the walls nearly blinded me after a few flashes: I really considered switching the lights off even though the tunnel was merely 20m long...
