15mm Torque Wrench

This post isn't due to an issue - but it's about the "recommended" torque range mentioned to get the best readings. 

I have many torque wrenches for different ranges, but they would require pedals with a hex fitting on the end, rather than the 15mm wrench area.  I can't find any type of torque wrench that would work on a 15mm pedal like the Garmin Rally.  Aside from guessing and assuming you know how to go by feel, how is one expected to go about the recommended torque settings?  In the end does the torque value not really matter as long as the pedals are snug?   I swap the pedals between 5 bikes and would like to make sure I'm doing this correctly.
